A Docklands Light Railway (D.L.R.) train crosses a bridge. Several high-rise buildings are under construction in the background. The Docklands development was possible only after transport links had been improved, first through the D.L.R. and then with the Jubilee Line Extension. Ultimately, the £77 million D.L.R. scheme did not have the capacity to serve the thousands of Docklands workers: the hourly passenger figures soon outstripped the forecasted daily numbers. The D.L.R. also provided people in the East End of London with improved access to the rest of the metropolis.
